Saved Search Email When Item is Added to a Sales Order or Work Order

Is there a way that the built-in email notification functionality can fire a notification when a particular item or items are added to a Sales Order or a Work Order?

We have some special order items (let's just call it Item XYZ for this example) that only certain roles in the company can place POs for. So whenever Item XYZ is added to a Sales Order or as a component to a Work Order, we want to send a notification to that particular user that he needs to create a PO for it.
