No Allow Override on File Attachments

We require attaching receipt on Expense Reports.

However, we've noticed that if a user uploads a file with the same name as an existing file, it can override the original file.

How can we prevent users from overriding existing files during the upload process? Is there a permission that needs to be removed?

Please advise. Thanks!
