Why can POs be linked after they are fully billed?

Hi,
Have noticed that if a Bill that is linked to Purchase Order is copied to create a new Bill, it will keep the link with the PO and bypass the approval process, even if the PO is fully billed.
Can anyone advise if there is a way to prevent this from happening other than ceasing to copy Bills?
