Fixed Asset Module - Manage Asset Proposal Error - Department is Mandatory

When I am doing the manage asset proposal, I am getting an error. The department is mandatory. In SuiteAnswers, its recommending to disable the make departments mandatory. But what if I need it mandatory always. How can i resolve this issue?
