How to set up a sales rule by Location?

Without affecting inventory, we'd like to setup a Sales Rule which would list sales by location. Is this possible in NS? I tried to follow several instructions on the Support tab. However, there is no option listed as 'Sales Location' as mentioned in the instructions. Is this a script we need to have set up?
