I saw an "Upsell Items" button on the sales order. How is that different than Intelligent Recommendations?
This is a different feature for CRM related to Upsell Preferences. There is a different way/method items are identified using this feature. In SuiteCommerce, it is related to the current features on Upsell Items and Related Items.

Can you refine recommendation scenarios based on item availability?
In SuiteCommerce, item availability behavior could be based on item quantity and whether or not items could be added to the cart (e.g. Allow back-order, or disable back-order). As Intelligent Recommendation can depend on whether the items are in the current cart of the user, if the items are unavailable to get added to the cart, recommendations for that items won't show.
