Developer login

I am trying to give a developer access to my account with a login that is specific to what his needs are. I created an employee for him and he has the access with a new password. What my problem is only giving his access to what he needs and not all of the financials etc. under user roles. He needs me to enable the REST web services/Access Tokens Permissions etc.. I have tried to do this but cannot get it done. Can anyone help me or show me how to set this up with my admin
