sales order from project will not bill

I have created a charge based project. I have prepared the charge rules and generated two actual charges so far (so not forecast). I have set those charges to "Ready".

If I go to transactions > customers > invoice billable customers I am able to create an invoice as one would expect. Next I canceled the creation of that invoice (so it was never saved) and created a Sales Order instead (as NetSuite best practice dictates). When I want to bill that sales order, I can not. First of all the Next Bill/Bill Remaining buttons are not available, while the sales order status is "Pending Billing". If I then go to Transactions > Sales > Invoice Sales Orders, this sales order does not appear on my list.
