Workflow Triggers for WEB Context but not if Email Actions is WEB Context

I'm trying to change my Workflow to handle Web Context. I have set up the workflow to do this but also still need to set this on each of the actions.

On the workflow history all of the actions are failing because they're not also set to Web context, including the Send Email action, so I need to set a number of them to also handle Web context.

But if I set email action to include Web context, the entire workflow stops triggering.

Why might this be?
