Why users can enter quantity greater than Available? then it backed order

When I transfer item in Transfer Order and I enter quantity greater than available (quantity = 2 , available = 0 ) I think the system should not save if quantity is grater than available The system still can save. Please tell me why and show the reference. Thank you
