Cant select employee as project resource

I have exhausted every possible comparison between two employee records, they are identical in all the settings, permissions, roles etc.

However i cant select one of them as a resource when creating a time based charge rule on a project.

Can anyone suggest what else i can look at. Have read all the documentation and followed instructions exactly. Again works for most employees, there are a select few i cant choose on a project.

Any help appreciated
