EFT > Why can't I select a Payment File Format from non-US Countries when Adding Vendor Bank Details

HI!

I'm trying to add Vendor Bank Details and generate EFT Payment Files for countries outside the US. But, when I go to the Vendor > Bank Payment Details subtab > New Bank Details button > I cannot select a Payment File Format from other countries. All that appears are US ones.

Same thing if I go to Payments > Setup > Bank Details > I can only select 4 formats which are the US and CA ones.

Then, I found an article that says if I am to use standard payment file formats for other countries, there are some SuiteApps required: Electronic Bank Payments

And so, for testing, I installed Southeast Asia Localization to attempt to use Singapore file formats. But, it's still the same. No signs of Singapore formats showing up in the choices.
