Some users with Employee Center role cannot see Punchout Vendor tiles - "INSUFFICIENT_PERMISSION"

Hi Gurus,

When some Employee Center role users try to setup the punchout tile to their dashboard - Custom Content > Setup, the "Punchout Vendor Tiles" option is missing from the "Source" dropdown. If they attempt and select "Dashboard Tiles" they see this error:
