MRP Suggesting Planned Purchase Order for Safety Stock

I have an inventory item setup with a Safety Stock of 2 and we currently have a quantity of 1 on-hand. I placed a Purchase Order for 5 with an expected receipt date of 12/09/2025. The PO has also been marked FIRMED. Netsuite's Planning Workbench recommends a Planned Purchase Order even though we already have a FIRMED Purchase Order in place.

Why does the Planning Workbench not look at the FIRMED Purchase Order when creating a Supply Plan?
