Navigation bar Error

Hello everyone

Need help

In a production environment, the top navigation for a specific user only displays text links. Switching browsers doesn't work either, switching roles doesn't work, browser incognito mode doesn't work either, clearing browser cache doesn't work either. Is there any solution to this situation? Urgent!
