To Be Printed is unchecked and disable when create a bill payment

Hi Guys,

To Be Printed is always unchecked and disable after doing the followding setting.

But To Be Printed is unchecked and disable by default.

And we also found that:

To Be Printed is checked after the page loads

Then, after the client-side script is executed, it changes to an unchecked state.

We want To Be Printed to be checked by default. Please tell me why this is happening.
