a custom role to do batch payments

We set up a custom role for certain users to do batch payments for security reason.
the 2 users also have other roles - administrator, accountant role and this new EFT role. Both can see the Payments on their menu and creates the batch payments when they logged in the EFT role.
I , as an administrator then gave this EFT role to a user who only has the main role: accountant role. When the user logs in the EFT role , she is not able to see the Payments on the menu- see attached. in the accountant role - she can see the payment menu but obviously not able to create batch payment. we want the user able to access the payment menu and create batch payment under the EFT role.
