How do I restrict permission to grant Partner Center access?

I have users with a role that has Edit access for Partners. They need it for partner management. We also have Advanced Partner Center. I don't want these user to be able to grant access. I didn't see anything in SuiteAnswers or NetSuitePermissionsUsage.xls to address this. Is there a permission setting I can on the role?
