Why are my column breaks not applying?

Hi all, currently I have my shipping section of a Sales Order looking like this

It doesn't seem to matter where I put the column breaks, none at all, on all of them, nothing is changing the layout of my shipping section and it looks terrible.

'Same Row as Previous' is also making no difference.

Any suggestions on what I can try?
