Customer Group - Item Sets Excluded not working.

Hi all,

I'm trying to block a certain customer from buying certain items. I noticed that on the Group record is the Item Sets Excluded From Customer Group field.

So I created a group for the customer and added the item I want to block to the Item Set.

Here is my setup for the group and item set.

But this doesn't appear to have done anything. I am still able to create Sales Orders for this customer with the item and I can also see and add the item to my checkout on my SCA webstore.

Am I missing something? This seems like a pretty straight forward thing to build.
