Tax Groups in Legacy Tax cannot calculate when total tax is zero

Hello,

We have some tax groups, in which there should be 2 tax codes.

1st line is standard VAT, having 20 rate.

2nd line is contra account of the first line and this one having -20 rate.

When we use this tax group, our expectation is to give 2 lines of GL impact with different account.

However system does not calculate any tax since the tax rate of the group is 0. Does anybody know how to resolve it?
