Budget vs Actual Report in Analytics with custom segments

Dear NS Buddies!

I need your insights on analytics.

We are having a client that uses 2 custom segments and needs the Budget vs. Actual report to be analysed/filtered based on "Claim Category" that is a custom segment. As known, the standard "Budget vs. Actual" report is not working with custom segments so we are trying to re-create this report via Analytics tool.

But, as you can see below both columns (Actual and Budget Amount) shows the same value:

Any ideas how we should approach this system's deficiency?
