Shipment does not meet CA VAT de minimis threshold

We're using 2026.1 Wholesale Distribution NS & Avalara.

Users are reporting that when they're SAVE-ing an international sales order, they're suddenly encountering the following alert, which seems to be a new thing.

"Shipment does not meet CA VAT de minimis threshold((((((ShipFromcountry NOT IN ORHasMuItipIeShipFromForCA) AND VATTaxabIeAmount 20) OR(ShipFromCountry IN CUS%'MX') AND VATTaxableAmount > 40)) AND(CIRODeminimisException IS NULL OR CIRODeminimisException =FALSE)) OR CIRODeminimisException = TRUE). Therefore, VAT does not apply."

We're a US-based business, why are we encountering these alerts?

Perhaps the recent 2026.1 may have caused these alerts to be displayed. If so, is there something we can do to get rid off these alerts?
