Why would a lot be available if its inventory status is 'pending QA'?

Hi

In an account using NetSuite's inventory status feature, a lot has the status of 'Pending QA'.

This is the set up of the status

Why are lots with this status available on the inventory detail drop down on an item fulfilment?

As per the screenshot above, the inventory with this status is not supposed to be available for commitment.

It seems to be a recent change as I am pretty sure items that had statuses that were marked as quarantine or not available were previously not available for item fulfilments or inventory transfer orders.
