Why is there only a single role available to issue tokens to?

Hi There

I am trying to set up Token Based Integration for an external app.

I have done this previously using the administrator role to issue tokens to.

However, now, I can only see the employee centre in the list of available options

I have other custom roles assigned to me including a role with full 'log in using tokens' permission and 'log in using Oauth 2.0' permission.

I also have the administrator role.

Why are there no other roles in that drop down?
