multi CSV price import

I am testing multi CSV import in my Sandbox instance.

File 1 is Internal item ID and Item
File 2 is Internal item ID, Item, Currency, Price, Price Level, Quantity

I am getting 24/124 records updated and all of my failures say "Please enter missing price(s)"

I have attached a screen shot of what I am trying to import and then what Price Levels I have. Is my issue the NOT having a price for everything from Construction to Distributor in my import file?
