Multiple operators on the same work order operation

We have an operation - "Spray" where 2 or 3 operators can work on the same operation and same work order.
When the second operator attempts to clock into the same work order operation after the first operator has already started it, the system indicates that the operation is already running for the 2nd operator.
In this scenario, what is the correct approach to allow multiple operators to clock into the same work order operation? Are there specific settings or configurations required to support multiple users on the same operation of same work order? What am I missing?
