Why would the balance be $0 for Intercompany vendor w/ open transactions?

Hi

I have the following intercompany vendor

There is a single transaction against this vendor for an intercompany cross charge

Since the status of this is open, per the above, why would this not appear in the balance for the intercompany vendor?
