Why does the 'add Field' on a discount item form not actually add the field?

I wanted to confirm whether it is possible to add a custom field to a discount item?
Steps to recreate:
Navigate to the customise form on the discount item record:
Select 'New Field'
On the field entry form, select all item types
Check that all forms are checked on the 'Apply to Forms' screen
The discount form is not available as an option.
When you save the field, it doesn't appear in the discount item form in any of the subtabs.
