Custom "Workflow Filed" not available for workflow Condition filter User Value field

Hi Team:

I created a new Custom WorkFlow filed with Workflow (1) to show the "Entry Writer" for certain transaction, below is the details for this Field

and this works well with my current transaction

But when I want to use this "Entry writer" field on Workflow (2) which created for only allow certain user to see "Edit" button, this "Entry Writer" field is not avaialbe for the drop down manu.

Does any one know how to fix this?
