Customer Quotes

We currently create our customer quotes in an excel spreadsheet.  We send the quotes to our customers before they purchase the product.  In some cases the quotes are for items that are in our system and in other cases they're for items that are not in our system.  Can quotes be created in Netsuite? 

The only thing that I've found are estimates and it looks like the items need to exist in your current system.
