Cannot Upload .js file to File Cabinet!

When I try to overwrite an existing file in the File Cabinet (a .js file) it works fine about 3 times and then inexplicably just stops working, but ONLY on my PC.

If another user does it on their machine, it will work fine. Even more strangely, I am then able to upload the file again, until the problem occurs again.

Has anyone else had this? It is VERY frustrating when attempting to develop custom code in JavaScript.
