Invalid Access License Number when UPS Address Verification is on

Users cannot fulfill orders as they get this error message. "Invalid Access License Number"
The last thing I changed in the shipping settings were:
- Enable UPS Address Verification

After disabling this feature, it starts working fine.
Basically UPS Address Verification fails with this error during fulfillment.

Is this a Netsuite issue? Or something related to our UPS account?
