How to trigger email to Admin upon new user setup

My company is just beginning implementation of NetSuite. When I setup users in our Sandbox instance, I get a copy of the Welcome email that is sent to the user. However, when I do this in our production instance, I do not get the email.

If anyone knows where this is controlled, I'd appreciate it if you could share the solution with me.
