Customising existing NS fields

Hello there young people

I was wondering if it was possible to customise the county/state field for customer address. As it is, it is a manual entry box. I would like it to be a drop-down box containing all the states (I'm in Australia so there are only 7 of them)

I know this is possible to do with custom fields, but a point in the right direction to alter existing ones would really help with my next mission, should I choose to accept it...
