Possible Issue: Scheduled scripts + user event script w/ libraries = fail?

I think something has broken down in Netsuite recently.

If I use a Scheduled script to nlapiSubmitRecord(), that triggers the record being submitted's existing User Event scripts. That's fine, it's supposed to do that.

However, I have noticed that scripts are failing now because, when a User Event script is triggered by a Scheduled script, the User Event's Library script is NOT loaded. This is obviously Not Good.

Thing is, this wasn't a problem till very recently.

Netsuite: I strongly suspect a bug or change in behaviour was injected recently. Confirm?
