tax code default

i am trying to default this on -non taxable-.
or just disable it.

i was able to get this to work on sales order form.  i could uncheck this field.
but on the invoice form, it won't let me uncheck because it's grayed out.
so i guess my only option is to default this to -non taxable- on every item/customer.

what is my best solution?
