History Subtab, only showing up in certain forms

For some reason the "History Tab" is only visible on certain forms.

For clarity, here are the Subtabs that are available within the History Tab
Contacts     Activities    User Notes    System Notes     Files    Fulfillments & Invoices    Support Cases   

Now this selection is only available in certain forms that we are using.  When I go to customize a different form, the tab is not there at all (as is it in not simply disabled)

Is this a permission issue, or some sort of global role set over the forms that I cannot see?  I looked through the NetSuite permission list and I did not see anything that appeared to be the issue. Looked around Customization->Forms->(Sub)Tabs..
