2019.1 RP - Employees our Instance have Login Access= No, Only Employees with Administrator(In Produ

We just received our 2019.1 RP test instance. I noticed that All of our non-Administrator Employees have Login Access= No, Only Employees with Administrator access in Production have Login=Yes, with only the Administrator Role Assigned. Problem is when activating the users with roles, all of their Shortcuts are missing. Anyone else notice this? Is there a way to migrate shortcuts from production accounts to RP? Our users are heavy users of shortcuts in NetSuite.
