Version 11 Shipping Tables- Disapointing

We have been waiting roughly 1 year to move our website to netsuite do some critical features promised in version 11. One of them was shipping tables and increased flexibility regarding shipping charges and handling fees.

We charge most of our customers based on order total
0-29.99 $4.95
30-99.99 $8.95
100-199.99 $10.95
over 199.99 $Free!

Our challenge is that we have several items that are over sized and do qualify for the basic shipping table rates. Therefore we charge and oversize fee or handling fee.
We can assign a separate handling fee at the item level but if the item falls in the category of free shipping then the handling fee is not added on the cost for shipping the over sized.
