Item Fulfillment UPS Declared Value (Insurance) field does not update Shipping Cost

The Declared Value of the package does NOT add insurance cost into the Shipping Cost of UPS shipments.

Example UPS Ground
Weight 2.2 lbs.
Declared Value button checked, Value is 25 USD.
Click on Add/Edit to save the Package line.
Click on Calculate Shipping button Returns $7.36.

Click on the Package line.
Change the Declared Value to $5000.00
Click on Add/Edit to save the Package line.
Click on Calculate Shipping button Returns $7.36. :mad:

It seems like we are eating the insurance cost for every shipment done with Netsuite.

When will this be fixed?  Does a solution exist inside Netsuite?

The Handling Cost field is not a viable solution since we have a FLAT handling fee to cover cost of shipping supplies.  Using a percentage for Handling does not work, because we are unable to set a Minimum Handling amount and on small shipments the percentage of total would not cover the shipping supplies.
