nlapiTransformRecord itemfulfillment not pulling sales order shippingcost

As of 2010.1, when calling nlapiTransformRecord('salesorder', id, 'itemfulfillment') the shippingcost from the Sales Order is not getting passed through.  The fulfillment is recalculating the shipping cost.

So on an order that has shipping set to $0.00... shipping gets recalculated on the item fulfillment and when the order gets billed, it tries to bill the order for more than the sales order because the shipping was recalculated on the fulfillment.
