11.0.6 bug for dropship PO?

K i see that i have to change the login password so i assume that i'm on 11.0.6 now.  I was able to create drop PO for any matrix subitems regardless if it is in stock or not.  However, after this upgrade, if a matrix subitem is in stock it will not let me create a drop PO for that item!! I mean the "drop ship PO" link is still there next to the item but when i clicked it there is no item in there.  In our business model due to inventory fluctuation we sometimes create a lot of
