Not Billing backorders

Is there a way where we can change the settings to charge for only orders being shipped and not on backorder automatically? We are now fulfilling the partial order and for billing we need to go inside the order, remove the item and charge. There was a time netsuite had this feature and we never had to remove the backordered item for billing. We had a server migration recently and I think at this time some our settings were changed by Netsuite.
