Hazardous Materials & Compliance with UPS ORM-D

We sell some items which are corrosive and cannot be shipped via air (UPS in our case). The regulation is called ORM-D (ormd). From what I can tell, Netsuite's integration with UPS does not allow us to be compliant with these UPS/ Federal regulations.

I understand we can restrict shipping options based on weight or price.
I also know you can 'allow free shipping' for certain items.

We already created a custom item bit field which allows us to identify these items.

Is there any way to restrict users from having access to specific shipping options if the order includes items where the bit is set to yes?
