Fed Ex Real Time Inaccurate

I have been testing our real time Fed-Ex shipping rates with the rates calculated from the Fed Ex website. There are large differences. After testing and holding several variables I  have found the following.

Netsuite does send the price (effects declared value), weight, to:zip, from: zip to calculate the estimated shipping cost on sales order for example. Netsuite does not ask for dimensions of the item so it must not be using dimensional weight. I have added multipliers to the rate (edit shipping item change discount rate to 1.3 for example). Bad practice ?

Can anyone help me to establish a best practice in this regard? I have thought of changing all of the weights to dim weight at the item level but the rates still don't match.
