Bulk Print Packing Slips ... how to filter?

I want to start bulk printing Packing Slips.  We typically print them right from the fulfillment record.

So, I try to bulk printing Packing Slips at "transactions->Management->print checks and forms".  The problem is that it shows all packing slips.  We need to limit them to our location as we use multiple locations.  So I try using the filters. ALL of the filters will ONLY filter by data from the SALES ORDER.  We need it to filter by data on the FULFILLMENT record.

So, FULFILLMENT RECORD location = xxx would be helpful.  SALES ORDER location = xxxx won't help us.
