Receiving Process - What are we missing?

Our company has what I consider to be quite a lot of material coming through the door every day.  The majority of this material goes right back out without ever touching our warehouse shelves.  Right now our process is to receive the orders and then print picking tickets for the sales orders that have been filled.  Problem is, half of the time we get no picking tickets. 

At this point we have to research the product and the purchase order to see if the material is for an outgoing sales order, if it is used internally (we have a shop that orders material as well), or if it goes into stock.  This takes a lot more time and effort than our previous system, which would give us a report of where all received material was going.
