handling internal request for consumable inventory item

Dear all,

I have scenario that employee request an inventory item that will be used internally. ex. office supplies.

steps :
1. employee fill request item form
2. warehouse fulfill the request and create Delivery notes for fulfillment
3. the system will deduct the stock quantity

what is the best way to do it in this scenario?

* As far as I know fulfillment only possible to be done from sales order then fulfill.
