Problem using packages to simplify packing

We've been trying to maximize the use of the oh-so-limited pick/pack/ship capability in NS and have found yet another stumbling block. 

According to NS SuiteAnswers, changing the status from picked to packed in the fulfillment for an item IS DESIGNED TO NOT THEN INSERT the package information associate with item whose status has changed from picked to packed.  Why??

SuiteAnswers says that we must either 1) default status to packed/shipped (which we don't want to do) OR 2) in the process of packing, change the status from picked to packed/shipped, UNCHECK the item, then again select the item to pack.
